หลังจากที่พระพุทธเจ้าปรินิพพานแล้ว ประมาณ 400 ปี กษัตริย์เมืองคันธาระ พระนามว่าเมนันเดอร์ หรือ มิลินท์ได้โต้ตอบปัญหาธรรมกับพระนาคเสน พระพุทธสาวกผู้เป็นพระอรหันต์ ทรงเลื่อมใสที่พระนาคเสนตอบข้อสงสัยในพระพุทธศาสนาของพระองค์ได้ทุกแง่ทุกมุม และได้ทรงขอรับพระรัตนตรัยเป็นที่พึ่งที่นับถือสูงสุดในชีวิต จากนั้นจึงรับสั่งให้สร้างพระพุทธรูปขึ้นบูชาในเมืองคันธาระ ตามตำนานการสร้างพระพุทธรูปกล่าวว่า พระปางคันธารราษฎร์นี้ เป็นพระพุทธรูปที่สร้างขึ้นก่อนปางอื่น ๆ

About 400 years after the Lord Buddha had entered nirvana, a Gandhara King named Menander or Milinda discussed dhamma with Nagsena Bhikkhu, one of the Buddha disciples. The King was so impressed with Nagasena Bhikkhu who could answer all of the questions perfectly and thoroughly that he decided to ask for the Three Gems as the ultimate respect. Then, the King ordered the making of Buddha image and placed to Gandhara for worship. According to the legend, Gandhara Buddha image was created before any other images of the Buddha.
